QCGN Responds to Coronavirus Crisis

Quebecers are engaged in an unprecedented public health emergency. During this crisis, it is essential that members of linguistic minority communities have access to quality information in our language. To help English-speaking Quebecers and the organizations and institutions that support them navigate through the pandemic, QCGN’s communications and research staff have created this online information hub to provides access to reliable information in English from trusted sources. This frequently updated hub provides links to a wide inventory of government COVID-19 assistance programs and measures as well as access to additional information, resources and online tools.

Large Employer Emergency Financing Facility

The Canada Development Investment Corporation has been mandated to implement the Government of Canada’s Large Employer Emergency Financing Facility LEEF) in cooperation with Innovation, Science and Economic Development Canada (ISED) and the Department of Finance. This program provides emergency funding support for large Canadian enterprises facing financial challenges in light of the economic impact of the global COVID-19 pandemic. CEEFC has been formed to administer this mandate.

Service Canada Centres

Service Canada Centres are gradually re-opening some locations for key services such as Employment Insurance, Canada Pension Plan and Old Age Security, Social Insurance Numbers and Passports for critical travel. Find a service centre near you or request for an appointment by filling out the service request form. You can also access online services at Canada.ca/service-canada-home. Claiming Deduction for Home Office Expenses (Added Jan. 7)

Since the beginning of the COVID-19 pandemic, public health officials have asked Canadians to stay at home to help minimize the spread of the virus. As a result, an unprecedented number of employees who would normally work in an office environment are now working from home. In response, Canada Revenue Agency (CRA) has made the home office expenses deduction available to more Canadians and simplified the way employees can claim these expenses. Details.

Canada Recovery Sickness Benefit (Added Oct. 14)

The Canada Recovery Sickness Benefit (CRSB) gives income support to employed and self-employed individuals who are unable to work because they are sick or need to self-isolate due to COVID-19, or have an underlying health condition that puts them at greater risk of getting COVID-19. Details.

Canada Recovery Caregiving Benefit (Added Oct. 14)

The Canada Recovery Caregiving Benefit (CRCB) gives income support to employed and self-employed individuals who are unable to work because they must care for their child under 12 years old or a family member who needs supervised care. This applies if their school, regular program or facility is closed or unavailable to them due to COVID-19, or because they are sick, self-isolating, or at risk of serious health complications due to COVID-19. COVID-19: Travel, Quarantine and Borders (Updated Aug. 2021)

The COVID-19 pandemic restricts travel to Canada and within Canada. It is essential to understand and comply with the requirements to protect others and prevent the spread. Consult the rules and restrictions.

Mandatory Quarantine and Essential Workers Exemption (Updated Feb. 12)

All persons entering Canada MUST self-isolate for 14 days and monitor themselves for symptoms. If you are returning to or entering Canada for essential work and have no COVID-19 symptoms, you may not need to self-isolate. Details

Supplies of Personal Protective Equipment (PPE) (Added Oct. 1)

The Government of Canada is mobilizing industry to provide medical supplies, and providing information on personal protective equipment in relation to COVID-19, including expedited access and how to get authorization to sell personal protective equipment (PPE). This supply hub includes resources and information to help organizations sell and buy PPE.

Connecting Families

Community advocates note that low-income families are more vulnerable during this crisis because they are least likely to have home computers or reliable internet connections. The Government of Canada’s Connecting Families initiative, in partnership with internet service providers, helps eligible low-income Canadian families get connected for $10 per month.

Confinement and Curfew (Updated Feb. 12)

Instructions for Travelers During the Pandemic

There are no preventive isolation measures for people arriving from other Canadian provinces. However, non-essential travel should be avoided. All travelers entering Canada from outside the country, including cruise passengers, must self-isolate for 14 days and postpone all non-urgent medical appointments. More details.

Revenue Quebec Offices (Updated January 2021)

Revenue Quebec service centres will remain closed through February 8. Revenu Québec has introduced relief measures to make life easier for individuals and businesses affected by the exceptional situation caused by COVID-19. Concerted Temporary Action Program for Businesses (Updated Oct. 1)

Financial assistance from Investissement Québec is available to businesses in precarious situations due to COVID-19. This includes cooperatives and other social enterprise organizations with commercial activities.

Emergency Assistance for Small and Medium-Sized Businesses (Updated Jan. 2022)

The Emergency Assistance for Small and Medium-Sized Businesses program is designed to offer temporary support to businesses experiencing financial hardship due to COVID-19 and who need $50,000 cash or less. Details.

Quebec Parental Insurance Plan (QPIP)

Workers who interrupt or defer their parental leave to participate in the COVID-19 public health emergency efforts can have an extra six months to receive these benefits. Details.

Protecting Yourself if You’re at Higher Risk of COVID-19

Coronavirus can result in severe illness for some people in our communities. You might be at more risk of developing severe complications from COVID-19 if you are an older adult; have a medical condition; or have a weakened immune system. See full list. Practicing Healthy Movement Behaviours

The pandemic has reduced many people’s activity levels. Prior to its arrival, with support from the Government of Canada, the Canadian Society for Exercise Physiology developed the Canadian 24hr Movement Guidelines for ages 0-4, 5-17, 18-64 and 65+. There are also guidelines for specific conditions such as pregnancy, MS, cancer, and information about links to the immune system, and combatting depression and anxiety.

To encourage clear communications during the pandemic, terminologists at the Government of Canada’s Translation Bureau have created this regularly updated glossary designed as a tool for language professionals as well as those responsible for disseminating information in the context of this pandemic. In it, you will find terms from the fields of medicine, sociology and politics, among others.
