Editorial: Making minority concerns heard in Quebec City

Premier Philippe Couillard’s assignment of Kathleen Weil to unprecedented cabinet responsibility over “diversity and inclusiveness,” in tandem with her immigration portfolio, is a step in the right direction. However, more needs to be done to create some enduring institutional recognition of Quebec’s minorities. Ministerial titles and responsibilities change with every new government. An important objective for Weil in her expanded new portfolio should be to build support for the creation of a small administrative body in the Quebec civil service to serve as point of contact between the state and minority communities — a body that would survive no matter which party holds power.
